Dr. Howitt is Executive Director of the Taubman Center for State and Local Government at Harvard University's Kennedy School of Government, and faculty cochair of the executive program on Crisis Management. An expert in emergency preparedness and crisis management, he directed KSG's research program on domestic preparedness for terrorism. Dr. Howitt is coauthor and coeditor of Countering Terrorism: Dimensions of Preparedness (MIT Press, 2003).
